Masters in Economics from Universidade Cândido Mendes. He has an executive MBA from Coppead / UFRJ and a postgraduate degree in Public Administration from FGV.

With over 35 years of experience in public health management, production planning and control, at Bio-Manguinhos he has been involved in the implementation of several technology transfer and joint development projects, such as those for the MMR, 10-valent pneumococcal and rotavirus vaccines, among others, as well as the quick tests.

Coordinated the introduction of biopharmaceutical production and development platforms at the unit through partnerships and in the construction of new production areas, fostered the creation of the Executive MBA in Bio-Manguinhos with the support of Coppead/UFRJ, organized and implemented the Technical Course in Biotechnology together with the Fiocruz Polytechnic School and coordinated the study to optimize the unit's production capacity.

He was the director of Bio-Manguinhos/Fiocruz from 2009 to 2017 and in this period, he started the project to build two new manufacturing areas, the Santa Cruz and Ceará campuses, aimed respectively at the final processing of products and the production of APIs. He coordinates the implementation of these new campuses-Industrial Complex of Biotechnology in Health (CIBS) and Technological Complex of Strategic Inputs (CTIE).
