Ana Paula Cosenza

PhD in Public Policy, Strategy, and Development at the Institute of Economics of the Federal University of Rio de Janeiro (UFRJ), where she also earned her master’s degree in the same field. She holds a specialization in Intellectual Property from the Federal Center for Technological Education (Cefet/RJ) and a law degree from Fluminense Federal University (UFF).
She has an extensive professional background in health innovation. For 15 years, she coordinated the Technological Innovation Office (NIT) at Bio-Manguinhos/Fiocruz, leading strategic negotiations for technology transfer agreements, including Productive Development Partnerships (PDPs) and the technology acquisition contract for the COVID-19 vaccine.
She was actively involved in the Intellectual Property Group of the Ministry of Health and played a key role in implementing the Access to Information Law (LAI) at Bio-Manguinhos. She also participated in key Fiocruz committees, such as the Permanent Commission on Access to Information (CPAI), the Genetic Heritage Committee, and the Working Group of the Vice-Presidency for Production and Innovation in Health (VPPIS), which developed the Foundation’s Innovation Policy. She also contributed significantly to public consultations on the Legal Framework for Science, Technology and Innovation and the decree regulating the Innovation Law.
