The director of Bio-Manguinhos is elected by direct vote of the civil servants and holds the position for four years, with the possibility of reelection. There are four deputy directors, appointed by the director, who represent strategic areas for the unit.

A public servant since 2002, she is about to complete 25 years as a Bio-anguinhos/Fiocruz employee. She holds a PhD in Health Surveillance from the National Institute for Quality Control in Health (INCQS/Fiocruz) and a Master’s degree in Biochemistry from the Federal University of Rio de Janeiro (UFRJ). She also has three postgraduate specializations: in Molecular Biology from the University of Brasília (UnB), in Production Engineering with an emphasis on Productivity and Quality from the National Institute of Technology (INT), and in Industrial Management of Immunobiologicals from Coppe/UFRJ. She earned her undergraduate degree in Biomedicine from the State University of Rio de Janeiro (UERJ). She is an Associate Member of the Brazilian Academy of Pharmaceutical Sciences, a Member of the Biological Products Committee of the Brazilian Pharmacopoeia, and a Member of the Advisory Council for QMuality and Regulation of the International Development Association (PDA).
During the most challenging period of the COVID-19 pandemic, Rosane Cuber, then Deputy Director for Quality at Bio-Manguinhos, played a key role in strategic planning, regulatory coordination, and the production that enabled the successful launch of the COVID-19 vaccine in Brazil. She also played a decisive role in implementing the technology transfer project in partnership with AstraZeneca, ensuring the efficient integration of manufacturing processes and strict compliance with regulatory requirements.
In addition, Rosane was actively involved in enabling the production and registration of both serological and molecular diagnostic kits, helping Bio-Manguinhos become qualified as a COVID-19 diagnostic laboratory in support of the national network of Central Public Health Laboratories (LACENs). She also took an active part in the structuring of four high-throughput analytical centers for sample processing, coordinated by Fiocruz during the pandemic.
